DPS Training Specialist

GENERAL SUMMARY

Under the direction of the Training Manager, the Training Specialist facilitates, oversees, and coordinates training for the Department of Public Safety and Pechanga Resort Casino (PRC) Team Members. The goal of the training department is to deliver world class security service, in accordance with current policies, procedures, and established objectives. The Training Specialist will be responsible for organizing training curriculums with emphasis on leadership, guest service, corporate security, BSIS Guard and Firearms regulations, and enterprise security awareness program. The Training Specialist will be responsible for delivering effective and progressive training and subscribing to the vision of the enterprise and supports the core beliefs of the enterprise.

FOUR DIAMOND SERVICE AGREEMENT
All Team Members will display a Four Diamond commitment to Guest Service through the delivery and maintenance of the Quality Standards established by PRC.

KEY RESPONSIBILITIES
• Develop and manage training that is alignment with the goals progressive profile of PRC, Department of Public Safety, Pechanga Development Corporation (PDC), and the entire enterprise.
• Manage, develop, and implement a robust training curriculum for PRC, DPS, and the PDC.
• Develop training programs that will enhance the training profiles of all DPS Team Members and internal Casino and Tribal departments; emphasizing leadership development, guest service, corporate security, casino security operations, patrol operations, and enforcement of state, federal, and tribal laws and ordinances.
• Develop training calendar correlates objectives and vision of the enterprise.
• Provide specialized training for Team Members and training staff designed to support Team Member growth and tools to preform specific security functions.
• Oversee onboarding guest service training programs for new DPS Team Members in coordination with Talent Acquisition.
• Analyze the needs of all PRC DPS personnel and provide curriculum that will develop their roles as security professionals.
• Coordinate training with LEAPS Team Members to provide additional training opportunities for DPS Team Members.
• Rewrite and update internal processes and policies.
• Develops short and long term strategic goals that are aligned with business objectives.
• Provide and develop training courses to ensure compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with Tribal ordinances and all Indian gaming related regulations.
• Serves as a key representative of the Department of Public Safety’s services to Team Members, patrons, and Tribal Citizens.
• Interacts with a variety of individuals to establish and maintain effective public relationships.
• Analyzes situations promptly and accurately; quickly adopts prompt, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.
• Other duties as assigned.

ACCOUNTABILITY: The DPS Training Specialist has no supervisory responsibility. The Team Memeber is responsible for protecting the assets of PRC.

QUALIFICATIONS AND GUIDELINES

EXPERIENCE/TRAINING/EDUCATION: Bachelor's degree (B.A.) from four-year college or university. 1 to 2 years related experience and/or training is required. 3 years’ experience is preferred, or equivalent combination of education and experience is required to successfully perform this job.
COMMUNICATION SKILLS: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to work with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS:
• Must qualify to obtain and maintain a class “A” gaming license.
• CA Driver’s License.
• Must have a current BSIS Gun and Guard Card.
• Must obtain certifications within a designated period of time determined by the DPS Training Manager and DPS Logistic Director.

SKILLS/ABILITIES:
• Management, Administration of Justice, Public Administration, Organizational Leadership, and Education.
• Knowledge of California Bureau of Security and Investigative Services (BSIS) policies and procedures is a plus.
• Formal instructor certification in law enforcement and/or security management functions is highly desired; the ideal candidate will have a balance of training management, law enforcement, and security experience.
• Expertise in developing, planning, implementing, and assessing training programs.
• Experience building relationships across organizational lines.
• Must have experience in curriculum development, administration of class room instruction, development of on-the-job training programs, and training program evaluation.
• Very strong organizational, communication, and project management skills required.
• Must be able to read, speak, and write intelligently in the English language. Bilingual abilities are a plus.
• Must have documented, verifiable experience in drafting policies and procedures for an organization of comparable size to the Pechanga Department of Public Safety.
• Knowledge of criminal law, gaming, Indian gaming and casino related operations, criminal investigation techniques and related vicarious civil and legal liabilities such as; public law 280, search and seizure, use of force, lawful detention, and probable cause is a plus.
• Knowledge of leadership and management principles and methods related to administration, resource and records management, compliance measures, operational command structures, and equivalent executive and senior executive positions.
• Knowledge of the security and/or educational industry and developed relationships with a variety of professionals is highly desired.
