Systems Analyst & Developer

SUMMARY:

Provides functional and empirical analysis related to the design, development, and implementation of software operating systems, including, but not limited to, utility software, development software, and diagnostic software. Participates in the development of test strategies, devices and systems. Troubleshoots to diagnose and resolve hardware and software problems, provide technical support, upgrade systems and computer hardware and software components as required.

 

ESSENTIAL FUNCTIONS:
  • Serves as a link between users or customers and the IT organization
  • Meets with customer (Internal and External customers), discusses current issues, and makes sure that expectations are aligned
  • Drives design, schedule, and resources at the project level
  • Helps define user requirements and helps design to meet them
  • Brings in Operations experts as needed for detailed information
  • Acts as the customer advocate, helps drive shared project vision, and manages customer expectations
  • Writes code, such as Microsoft PowerShell scripts, Tableau views, Microsoft SSRS, Microsoft SSIS, Microsoft Visual Basic, Microsoft SharePoint, and other solutions as assigned
  • Use network analytic software to analyze network performance and troubleshoot network issues
  • Write technical instruction material for end user target audience and support teams
  • Complete systems documentation
  • Provides support to the organization by participating in the technical support structure of the department including training, troubleshooting hardware, software and networks, and installation activities
  • Executes tasks that are not well defined, requiring a deeper level of knowledge
  • Owns work instructions
  • Retains evidence of control activity
  • Uses input from tools to locate current bottlenecks and propose solutions
  • Identifies problems from the incident list
  • Tracks change and its impact through the Operational Change Management Process (OCMP)
  • Tracks configuration items (CIs)
  • Assists in maintaining the overall service catalog
  • Regular and timely physical attendance during assigned work hours. 
  • On-call and overtime work required in emergencies and at other times as directed or assigned.
  • Ensure confidentiality of medical and all other discretionary information.
  • Work effectively as member of the MedStar team.
  • Maintain appropriate physical and mental health required to perform the essential functions of this job.  
  • Other duties as assigned, either in or out of job classification
 

WORKING CONDITIONS:

PHYSICAL DEMANDS:
  • Sit for extended periods of time

MINIMUM REQUIREMENTS:
  • Knowledge of company supported hardware, software and operating systems to include installation, configuration and connectivity.
  • Knowledge of Microsoft Visual Basic
  • Knowledge of Microsoft SQL Server including SSRS, SSIS, and SQL database administration
  • Ability to develop systems solutions for operational problems.
  • Associates degree in information technology field or 4 years’ experience with Systems Development Lifecycle methodologies and application to business
  • Ability to learn and support new hardware, software and operating systems.
  • 1 Years experience writing single and multifunction code
  • Operations knowledge of IIS 6 and IIS 7
  • Regular sustained concentration and a high degree of fine finger or hand dexterity
  • Knowledge of the OSI Network model
  • Strong communication skills, both written and verbal
  • Strong interpersonal skills
  • Maintains strong attention to detail in high-pressure situations
  • Solid understanding of business practices with fundamental understanding of project management methodology

PREFERRED REQUIREMENTS:

  • 1-3 years of experience with Microsoft Visual Basic
  • 1-3 years of experience with Microsoft SQL Server including SSRS, SSIS, and SQL database administration
  • CompTIA A Certification
  • CompTIA Network or equivalent
  • CompTIA Server or equivalent
  • Microsoft Certifications
  • Bachelor’s degree in related field
