Executive Director of Human Resources (EDHR)

Job Summary:   Serves as the chief spokesperson with regards to Human Resources policies and procedures. Provides proactive communication, leadership and advocacy for the diverse components of HR, promoting strategic planning to provide Oaklawn with the best talent available. Serves as a member of the Enterprise Steering Committee.

 

Essential Functions:

Leadership

  • Evaluates the Human Resources Department structure and team plan for continual improvement of efficiency and effectiveness, as well as provides staff with professional and personal growth and opportunities.
  • Provides technical advice and knowledge to the Human Resources staff and organization leadership.
  • Supports department leaders with the personnel, performance and staff development needs within their departments.

Strategy

  • Develops staffing strategies and implementation plans to identify talent within and outside Oaklawn for positions of responsibilities. Identifies appropriate and effective external sources for candidates for all levels within the organization.
  • Manages the budget and other financial measures of the Human Resources Department.
  • Translates strategic tactical business plans into HR strategic and operational plans.
  • Continually assesses the competitiveness of compensation practices and health and welfare benefits, and develops and administers such plans within the financial means of the organization.
  • Monitors and interprets trends and metrics around employee engagement, attrition, turnover, and establishes recommendations for improvement and enhancements based on data analysis.

Compliance

  • Complies and maintains with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  • Works to ensure employment policies and procedures conform to Oaklawn policy and procedures working with Oaklawn’s attorney as required.
  • Manages compliance related to ADAAA, EEO, FMLA, FLSA, USERRA and other federal and state regulations.

Employee Total Rewards

  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • Develops and implements comprehensive compensation and benefits plans that are competitive and cost-effective.
  • Manages the tuition reimbursement program for qualified employees.
  • Manages budget for employee activities, programs and events.

Minimum Qualifications: Bachelor’s degree in Human Resources or related field. Current certification as Senior Professional in Human Resources (SPHR).

 

Preferred Qualifications: Master’s degree in Human Resources.

Working Conditions: Work is generally performed within an office environment, with standard office equipment available.

 

Physical Requirements: Constantly sit, see/visual acuity, handle/grasp/feel, talk/hear.  Frequently stand, walk, reach.  Occasionally lift/carry 1 to 25 lbs.
